Harry Potter spends his summer vacation at the Dursleys'. After another bullying incident with his cousin and his gang, Harry prepares to cast a spell on Dudley. Suddenly, the weather outside takes a drastic turn for the worse. Harry senses an impending danger. The cousins hurry home through the underground tunnel, and suddenly, they are attacked by two Dementors from Azkaban. Harry manages to drive them off, but one nearly kisses Dudley, leaving him in a semi-conscious state.
At home, Harry receives a letter informing him of his expulsion from Hogwarts for using magic, especially in front of a Muggle.
In the evening, a group of wizards, including Lupin, Moody, Tonks, and others, arrives to take Harry from the Dursleys. They explain that Dumbledore has managed to delay the decision about his expulsion until an official hearing at the Ministry of Magic. Harry is taken to his godfather's house, which serves as the headquarters of the Order of the Phoenix, and temporarily occupied by the Weasley family, along with Hermione.
The next day, Harry and Mr. Weasley go to the Ministry of Magic for the hearing. The Minister and his supporters try to expel Harry Potter from Hogwarts, accusing him of using magic illegally. Harry's explanation about being attacked by Dementors with his cousin is ignored. Only with the help of Albus Dumbledore and the Squib Arabella Figg, who was at the scene, does Harry manage to get acquitted.
At the train station, Sirius tells Harry that the Order of the Phoenix was founded by Albus Dumbledore during the First Wizarding War to fight against Voldemort, and that Harry's parents were members of the Order. He then gives Harry a photograph of the Order's members in full.
Harry begins his fifth year at Hogwarts and discovers that many students believe the Ministry of Magic, which denies Voldemort's return. He also finds out that Hagrid is not at Hogwarts.
Worried about Dumbledore (who is allegedly spreading turmoil with his claims of Voldemort's return and attempting to seize power in the Ministry), Minister of Magic Cornelius Fudge appoints his own person to Hogwarts — Dolores Umbridge, assigned as the new Defense Against the Dark Arts professor. In addition to teaching, she is also tasked with closely monitoring the staff and students of Hogwarts. Umbridge attempts to influence Harry, using physical punishment on him. She also scrutinizes the teachers and removes Professor Trelawney from her position as the Divination professor.
The Ministry-approved course in defense against the dark arts, taught by Professor Dolores Umbridge, turns out to be completely useless in practice — it offers no real education on how to defend against the dark forces threatening the magical community. So, Harry, urged by his friends Hermione and Ron, takes matters into his own hands.
Harry regularly and secretly meets with a small group of students, calling themselves Dumbledore's Army. The group convenes in the Room of Requirement, which only opens in times of great need. Harry teaches them all the spells that he knows. However, Umbridge suspects something is going on, interrogates students, and forms an Inquisitorial Squad, which includes Malfoy, Crabbe, Goyle, and Filch, to track down the members of the Army. One time, they nearly catch Hermione, but fail.
One night, Harry dreams of an enormous snake attacking Mr. Weasley. Following this, Dumbledore asks Professor Snape to give Harry lessons in Occlumency — defending his mind against intrusion, as Voldemort may use this connection at any moment. However, these lessons do not achieve the intended goal. Meanwhile, a mass breakout occurs from Azkaban, and the Ministry blames Sirius Black.
After the Christmas holidays, some students stop believing in the Ministry and side with Harry. After a long absence, Hagrid returns and explains that Dumbledore had sent him to negotiate with the giants.
Harry continues to teach the members of Dumbledore's Army. One day, while the students are practicing the Patronus Charm, the wall of the room collapses, and Umbridge, along with her Inquisitorial Squad and a captured Cho Chang, appear. In the subsequent confrontation, Dumbledore takes the blame for creating the Army. Fudge plans to send him to Azkaban, but the professor manages to escape.
Umbridge is appointed as the new headmistress of the school and takes full control of Hogwarts. However, during the OWL exams, Fred and George Weasley stage a rebellion; they wreck the classroom, set off fireworks, and fly out of the school on broomsticks.
From one of his visions, Harry learns that Voldemort is torturing Sirius and demanding that he hand over a certain object. Harry, along with Ron and Hermione, decides to go to the Ministry of Magic using Floo Powder through Umbridge's fireplace (since all other fireplaces are being monitored). However, the new headmistress and Malfoy catch them, along with Ginny, Neville, and Luna. Dolores plans to use the Veritaserum (truth serum), and it is revealed that she used it to learn about the Room of Requirement. But then she decides to use the Cruciatus Curse (which is illegal and punishable by a lifetime sentence in Azkaban). Hermione helps Harry by pretending to show Umbridge a fake secret weapon of Dumbledore. Harry and Hermione lure Umbridge into the Forbidden Forest, where centaurs capture her. On their way back, the friends encounter Ron, Ginny, Neville, and Luna, who escaped from Malfoy and his gang. They all travel to the Ministry on Thestrals.
In the Department of Mysteries, Harry finds a prophecy related to him and takes it, but then the group is surrounded by Death Eaters, including Lucius Malfoy and Bellatrix Lestrange, who had tortured Neville's parents. It turns out that the vision of Sirius was a trap set by Voldemort to lure Harry into a trap. The friends try to escape, but the Death Eaters capture everyone except Harry. Suddenly, in the Department of Mysteries, Moody, Sirius, Tonks, Kingsley, and Remus Lupin appear. A fierce battle ensues, during which Bellatrix kills Sirius, her cousin.
Consumed by anger and a thirst for revenge, Harry pursues the killer and uses the Cruciatus Curse to knock Bellatrix down (the curse doesn't work fully because it requires a strong desire to cause pain). Voldemort and Dumbledore appear. A duel begins between them, in which Voldemort possesses Harry and tortures him. But after Harry expresses pity for his enemy, who knows neither love nor friendship, Voldemort leaves Harry and prepares to kill him. Suddenly, Ministry of Magic officials, led by Minister Fudge, arrive through the fireplaces, and Voldemort Disapparates from the atrium.
The subsequent events are revealed through newspaper headlines: Dumbledore and Harry are rehabilitated, Fudge faces potential resignation, Umbridge is removed from Hogwarts, Voldemort's return is officially confirmed, and Dumbledore is reinstated as headmaster of the school. Dumbledore explains the nature of the Prophecy and some recent events to Harry. Before leaving for the holidays, Harry tells his friends that they have something Voldemort doesn't — something worth fighting for...
